Is there a way to create a Draft Order without having to enter a customer address. We want to have them call a third party for shipping arrangements.

You can create a draft order without entering customer information and their shipping address. When you create it in your admin, simply add the details you need to enter, leave the Customer section blank and click Save. Here’s an example of a draft order without customer information:
Although this allows you to bypass the customer information when creating the draft order, if you add a product that requires shipping or a physical product to the draft order, the customer will be prompted to enter their address at the checkout and select a shipping method. You can create a free shipping rate that the customers can select if they need to reach out to a third-party shipping company.
If you wish to remove the need for the customer to enter their shipping address and shipping method at checkout, there are workarounds you can do. You can either create a product that doesn’t require shipping and add that to a draft order, or create a custom product and add a custom item that doesn’t require shipping. These methods will not require the customer to enter and select a shipping method.
