I am having issues. I have created a workflow to send to new email subscribers however it does not trigger. I have tried to sign up with my own emails and nothing comes through nor does it show on recent runs.
Did you make sure you don’t have “double opt-in” enabled in the bottom section of Settings→Notifications→Customer Notifications?
And did you make sure the actual subscribe works and it shows in the customer data?
There is a “Draft” label next to the flow title – is it activated at all?

To set up forms that your customers can use to sign up for emails on your online store, use an email signup form in your theme, or the Shopify Forms app.
And there are no triggers he suggested to use instead, so…
