Honestly $200 just for cart and product page upsells is a lot when you can get the same thing custom coded for a one time fee and own it forever. Most upsell apps in that price range (ReConvert, Honeycomb, Zipify OCU) charge anywhere from $30 to $100+ per month, and if you stick around for a year or two, you’ve already paid more than a custom build would have cost, and you still don’t own the code.
If I were you, I’d get it custom coded into the theme. Cart upsells based on cart contents and product page bundles or “frequently bought together” sections are very doable with Liquid and a bit of JS, no monthly fees, fully customizable to match your brand exactly, and zero performance hit since there’s no app loading extra scripts on every page. You also get to design exactly how it looks and behaves instead of being stuck with whatever template the app gives you.
If you do want to go the app route anyway, Selleasy has a decent free tier and Zoorix is reasonably priced. But genuinely worth getting a quote for a custom build first, you’ll likely end up cheaper long term and with a cleaner result. Happy to take a look and custom code it for you if you want.

The $200 budget is fine for most of these apps, but worth noting that most charge based on monthly order volume rather than a flat fee, so what you pay scales with your store size.
For product page and cart upsell in one app, ReConvert and Bold Upsell both cover both placements. ReConvert tends to be better known for post-purchase but has added product page and cart features. Bold has been around longer and is more predictable on pricing. Both are well within $200/month for most store sizes.
